Check the observation year before using a current-status figure. The February 2026 reply describes 2025 incidents and a December 2025 district classification. The October 2026 statement is a later official assessment, so the two should not be merged into one undated observation.

For percentage questions, retain the correct denominator. The incident series begins at 1,936 in 2010, while the district comparison begins at 126 in 2018. Calculate each independently and avoid transferring a percentage across different measures or periods.

Learn the distinction between inputs, outputs and outcomes. Funds are inputs, completed roads or towers are outputs, and reliable access to markets or services is an outcome. A question may offer a plausible statistic that measures the wrong stage.

Finally, distinguish announcement from implementation. A plan to convert camps into service centres is evidence of a policy intention. It becomes evidence of functioning service delivery only when completion, staffing and actual access are established. Attribution matters whenever a source reports an official assessment rather than a direct measurement.
