Definition

Current challenges in the North East concern the implementation of peace agreements, remaining armed activity, ethnic conflict, displacement, representation and accountable governance across distinct local settings.

The region should not be treated as one uniform insurgency or its communities equated with particular armed organisations. A settlement with one party, a ceasefire and a surrender of specified cadres are different developments.

Each needs a date, named participants and evidence of implementation. The examination task is to recognise progress while assessing political inclusion, humanitarian recovery and institutional coordination without assuming that an agreement or an aggregate decline resolves every local source of insecurity.
