Communal violence refers to organized, collective violence between different religious, ethnic, or linguistic communities, typically characterized by targeted attacks on persons and property based on community identity rather than individual grievances.

In the Indian context, communal violence primarily manifests as conflicts between Hindu and Muslim communities, though it also encompasses violence against Christians, Sikhs, and other religious minorities.

This phenomenon is distinct from ordinary criminal violence because it is group-based, identity-driven, and often involves systematic targeting of the 'other' community. The violence typically includes riots, arson, looting, sexual violence, and murder, with perpetrators and victims identified primarily by their religious or community affiliation rather than personal enmity.

Communal violence poses a severe threat to India's constitutional values of secularism, equality, and fraternity. It undermines social cohesion, disrupts economic activities, creates refugee-like situations within the country, and challenges the state's monopoly over legitimate use of force.

The phenomenon is particularly dangerous because it can spread rapidly across regions, create long-lasting inter-community mistrust, and provide fertile ground for extremist ideologies. Understanding communal violence requires examining its multiple dimensions: immediate triggers (often seemingly minor incidents), underlying structural factors (economic competition, political mobilization, historical grievances), institutional responses (police, administration, judiciary), and long-term consequences (trauma, displacement, polarization).

The Indian state's response has evolved from treating it as a law and order problem to recognizing it as a complex socio-political phenomenon requiring multi-pronged interventions including legal reforms, administrative measures, community engagement, and structural changes to address root causes.
