42nd Amendment Act	1976	Inserted the word 'Secular' into the Preamble of the Indian Constitution, explicitly affirming India's commitment to secularism. While not directly an amendment to anti-extremism laws, it strengthens the constitutional basis against any form of religious extremism that seeks to undermine this principle.	Reinforced the constitutional ideal that the state treats all religions equally and has no state religion, providing a foundational challenge to any ideology, including Hindu extremism, that seeks to establish religious majoritarianism.
Unlawful Activities (Prevention) Amendment Act, 2004	2004	This amendment significantly strengthened the UAPA by incorporating many provisions of the repealed POTA, expanding the definition of 'terrorist act' and 'terrorist organization', and enhancing the powers of investigation and prosecution. It made UAPA the primary anti-terrorism law in India.	Provided a more robust legal framework to deal with all forms of terrorism, including those allegedly perpetrated by Hindu extremist groups, by broadening the scope of what constitutes a terrorist act and making it easier to proscribe organizations and individuals.
Unlawful Activities (Prevention) Amendment Act, 2019	2019	Further amended UAPA to allow the central government to designate individuals as 'terrorists' without requiring them to be part of a designated terrorist organization. It also expanded the powers of the NIA to investigate terror cases across states.	Enhanced the state's ability to target individual perpetrators of terrorism, including those operating independently or in small cells within extremist networks, irrespective of their religious affiliation, making it a more potent tool against all forms of extremism.
