Prelims Strategy

Revise exposure, sensitivity and adaptive capacity through examples. Living near a polluted site concerns exposure; dependence on a vulnerable livelihood affects sensitivity; savings, services and institutions affect response capacity. A single example may involve more than one dimension, so read which mechanism the statement describes.

Keep legal instruments distinct. The Forest Rights Act provides specified recognition processes and responsibilities; it is not a blanket transfer of forest ownership. DMFs arise under the mining-law framework, while Articles 48A and 51A(g) are constitutional environmental provisions. A programme guideline is not a constitutional amendment.

For statistics, retain the geographic and conceptual scope. The IPCC's 3.3–3.6 billion estimate concerns highly vulnerable contexts globally, not Indian poverty or a uniform individual risk. For project claims, distinguish expenditure, assets and outcomes. A new clinic does not establish staffed services or reduced illness, and relocation from a hazard does not establish that livelihoods improved. These distinctions prevent plausible environmental benefits from being overstated.
