Prelims Strategy

Make a glossary of people, trips, visits, arrivals and nights before revising growth figures. One traveller can generate multiple trips or State visits, and several nights per trip. Do not compare these counts as if they represented the same unit. Distinguish the reporting period from the year in which the publication appeared.

For contribution estimates, identify direct, indirect and induced scope. A total-impact figure already including direct activity must not be increased by adding the direct share again. Tourism Satellite Account terminology should not be replaced with the full turnover of hotels, restaurants or transport businesses because residents also purchase those services.

For accommodation arithmetic, write the denominator. Occupancy is sold room-nights divided by available room-nights. Average room rate uses sold nights, while revenue per available room uses available nights. Convert percentages to fractions before multiplication. Finally, read policy verbs carefully: proposed, approved, established and completed identify different stages. The 2026 Budget’s guide-training proposal is not itself evidence that the stated number has completed training.
