For Mains preparation, develop a comprehensive analytical framework covering constitutional significance, implementation challenges, and contemporary relevance. Structure answers using the Introduction-Body-Conclusion format with clear sub-headings.
In the introduction, always provide the constitutional context (Part IX, Articles 243-243O) and significance. For body paragraphs, use the three-dimensional approach: constitutional provisions, ground realities, and way forward.
Include specific examples from different states showing variation in implementation - Kerala's success in devolution, Rajasthan's Gram Sabha innovations, or challenges in states like Bihar and Uttar Pradesh.
Incorporate current affairs through recent Finance Commission recommendations, digital governance initiatives, and COVID-19 response by Panchayats.
