⚡ 30-Second Revision

  • Article 243Q identifies Municipal Corporations for larger urban areas.
  • Part IXA supplies the constitutional framework; state municipal law supplies important operational details.
  • Article 243W and the Twelfth Schedule concern urban responsibilities.
  • Article 243X concerns fiscal powers; Article 243Y applies finance review to municipalities.
  • The powers and tenure of a mayor are not uniform nationwide.

2-Minute Revision

A Municipal Corporation is an urban local institution for a larger urban area, constituted within the constitutional and state-law framework. Separate the elected deliberative body from its executive administration, and verify the applicable statute before assigning a particular power to the mayor or commissioner.

Twelfth Schedule matters include urban planning, water supply and sanitation, but metropolitan services may also involve specialised agencies. Municipal democracy is therefore not measured solely by the existence of elections: examine which institution controls a service, its resources and the route through which residents can demand an answer.

5-Minute Revision

Analyse a city service

Imagine recurring water-supply interruptions in a corporation area. Begin by locating the legal provider: it may be the corporation or a separate board under the relevant state arrangement. Identify who approves capital works, who operates the system and who sets or collects authorised charges. A complaint to an elected councillor may help representation without proving that the councillor commands the operating staff.

Article 243W enables state-law endowment of municipal powers. Article 243X addresses taxes and funds; Article 243Y concerns finance review. Keep electoral administration under Article 243ZA separate from these financial functions. Do not turn the Twelfth Schedule's 18 entries into a claim that every listed service is exclusively controlled by every corporation.

Evaluate a reform

If responsibilities are fragmented, propose clear service agreements and disclosure of who is answerable. If revenue is inadequate, analyse lawful revenue sources and transfers. If participation is weak, examine the available representative and ward-level institutions. Match the reform to the diagnosed constraint rather than treating a stronger mayor as a universal solution.
