Revolutionized urban governance by institutionalizing citizen participation through Ward Committees. Established the constitutional framework for grassroots democracy in urban areas and provided the legal basis for decentralized urban governance. Led to the creation of thousands of Ward Committees across India, though implementation effectiveness varies significantly across states.
