73rd Amendment	1992	Added Part IX to the Constitution dealing with Panchayats and mandated the constitution of District Planning Committees under Article 243ZD to consolidate plans prepared by Panchayats and prepare district development plans.	Fundamentally altered the role of district administration from direct control to coordination and facilitation of local government institutions, requiring new skills and approaches in governance.
74th Amendment	1992	Added Part IXA concerning Municipalities and required District Planning Committees to integrate municipal plans with Panchayat plans for comprehensive district development planning.	Created additional coordination responsibilities for district administration in urban areas and established the framework for integrated district planning encompassing both rural and urban local bodies.
