Centre-State Relations in India refer to the constitutional, administrative, financial, and political interactions between the Union Government (Centre) and State Governments within the federal structure established by the Indian Constitution.
This relationship forms the backbone of India's federal democracy, determining how power, resources, and responsibilities are distributed and coordinated between different levels of government. The Indian Constitution creates a unique federal system that combines federal features with unitary characteristics, making Centre-State relations both complex and dynamic.
At its core, Centre-State relations encompass three primary dimensions: legislative relations (who can make laws on what subjects), administrative relations (how policies are implemented and coordinated), and financial relations (how resources are distributed and shared).
The constitutional framework divides legislative powers through the Seventh Schedule, which contains three lists: Union List (97 subjects exclusively for Parliament), State List (66 subjects exclusively for State Legislatures), and Concurrent List (47 subjects where both can legislate, with Union law prevailing in case of conflict).
This division ensures that while states have autonomy in their designated spheres, the Centre maintains supremacy in matters of national importance. Administrative relations are governed by Articles 256-263, establishing the principle that state executive power must ensure compliance with Union laws, while providing mechanisms for coordination through institutions like the Inter-State Council.
