Focus on memorizing Article 280 provisions, composition requirements, and specific functions. Create a timeline of major Finance Commissions with their key innovations (5th FC - gap filling, 10th FC - performance incentives, 14th FC - 42% devolution, 15th FC - climate focus).

Memorize exact percentages and amounts from recent commissions, particularly 15th FC recommendations. Practice questions on criteria for horizontal distribution and understand the difference between tax devolution and grants-in-aid.

Pay special attention to constitutional amendments (73rd, 74th, 101st) affecting Finance Commission. Use elimination techniques by understanding what Finance Commission does NOT do (it doesn't handle GST, doesn't make binding decisions, doesn't deal with plan expenditure).
