Central Vigilance Commission — Prelims Strategy

Prelims Strategy

Create a statutory comparison chart for composition, appointment, tenure, removal, functions and reporting. The Commission has a Central Vigilance Commissioner and not more than two Vigilance Commissioners. The recommending panel contains the Prime Minister, Home Minister and Lok Sabha opposition leader; the President makes the appointment. Do not import the Chief Justice from another institution’s selection arrangement.

For tenure, remember the earlier of four years and age sixty-five. A Vigilance Commissioner appointed to the chair remains subject to the aggregate four-year ceiling. Removal questions need the full section 6 structure: the Supreme Court inquiry route for proved misbehaviour or incapacity is not the only situation described, because subsection 3 separately specifies other grounds.

For powers, distinguish review and superintendence from a direction requiring a case to be investigated or disposed of in a particular manner. Read the category and function in the question before applying a general statement about CBI or vigilance jurisdiction. Keep the annual-report route separate: presentation to the President is followed by laying before each House of Parliament.
