Understand constitutional basis through Article 21's expanded interpretation and RTI Act Section 4(1)(b) provisions. Create comparison tables between citizen charter and RTI Act, citizen charter and PSGA, highlighting enforceability differences.

Memorize states with Public Service Guarantee Acts: Madhya Pradesh (2010), Bihar (2011), Rajasthan, Karnataka. Practice elimination techniques by understanding that citizen charter is voluntary while PSGA is legally enforceable.
