The concept has evolved significantly from the colonial administrative model focused on control and revenue collection to a democratic service ethos centered on citizen satisfaction and empowerment. Modern public service delivery encompasses multiple dimensions including accessibility, quality, timeliness, transparency, and accountability.
It operates through various mechanisms - direct government provision, digital platforms, outsourced services, and public-private partnerships. The constitutional foundation lies in the fundamental rights framework, particularly Articles 14 (equality), 19 (freedom), and 21 (life and liberty), which create justiciable rights for citizens to demand quality services.
