Hydropower cooperation between India and Nepal represents one of the most significant aspects of bilateral relations between these two South Asian neighbors. This cooperation involves the joint development, financing, and operation of hydroelectric power projects on rivers that flow between or originate in Nepal and flow into India.
Nepal, despite being a landlocked country, possesses enormous hydropower potential estimated at around 83,000 MW due to its location in the Himalayan region with numerous fast-flowing rivers. However, Nepal lacks the financial resources and technical expertise to fully harness this potential independently.
India, on the other hand, faces growing energy demands and sees Nepal's hydropower as crucial for its energy security while also providing a market for Nepal's surplus electricity. The cooperation is governed by various treaties and agreements, most notably the Mahakali Treaty of 1996 and the Power Trade Agreement of 2014.
The relationship involves multiple dimensions including technical collaboration, financial investment, benefit-sharing mechanisms, and addressing environmental and social concerns. Major rivers involved include the Koshi, Gandak, and Mahakali river systems, which are tributaries of the Ganges.
The cooperation has evolved from simple water-sharing agreements in the 1950s to comprehensive frameworks for joint development of multipurpose projects that serve irrigation, flood control, and power generation needs of both countries.
Key projects include the Pancheshwar Multipurpose Project, Upper Karnali, Arun-III, and West Seti projects, each with different ownership models and benefit-sharing arrangements. The strategic importance extends beyond mere energy cooperation to encompass regional connectivity, economic integration, and geopolitical considerations, especially in the context of China's growing influence in Nepal through the Belt and Road Initiative.
Challenges include disputes over benefit-sharing, environmental concerns, rehabilitation of affected populations, and balancing the interests of both nations while ensuring equitable development.
