Definition

The Association of Southeast Asian Nations (ASEAN) is a regional intergovernmental organization comprising ten Southeast Asian countries that promotes political and economic cooperation and regional stability among its members.

Founded in 1967 through the Bangkok Declaration, ASEAN has evolved from a loose political association into a comprehensive regional organization with legal personality under the ASEAN Charter of 2008.

The organization operates on the principle of the 'ASEAN Way' - a diplomatic approach emphasizing consensus-building, non-interference in internal affairs, and informal consultation processes. ASEAN's primary objectives include accelerating economic growth, social progress and cultural development in the region, promoting regional peace and stability through abiding respect for justice and the rule of law, and promoting active collaboration and mutual assistance on matters of common interest.

The ten member countries are Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam, representing a combined population of over 650 million people and a combined GDP of approximately $3.

7 trillion. ASEAN's significance extends beyond Southeast Asia as it serves as the fulcrum for broader regional architecture including the ASEAN Plus mechanisms (Plus One, Plus Three, Plus Six), the ASEAN Regional Forum (ARF), and the East Asia Summit (EAS).

For India, ASEAN holds strategic importance as the cornerstone of its Act East Policy, which evolved from the earlier Look East Policy. India became a Sectoral Dialogue Partner of ASEAN in 1992, a Full Dialogue Partner in 1996, and a Summit-level Partner in 2002.

The India-ASEAN relationship encompasses multiple dimensions including trade and investment, connectivity, defense and security cooperation, and people-to-people exchanges. ASEAN's three-pillar structure consists of the ASEAN Political-Security Community (APSC), ASEAN Economic Community (AEC), and ASEAN Socio-Cultural Community (ASCC), each addressing different aspects of regional integration.

The organization's decision-making process follows the consensus principle, where all members must agree before any decision is implemented, reflecting the non-confrontational approach of the ASEAN Way.
