Diaspora welfare and protection refers to the comprehensive framework of services, schemes, and mechanisms established by the Government of India to support and safeguard the interests of overseas Indians during both normal circumstances and crisis situations.
Welfare encompasses proactive support services including healthcare schemes, educational assistance, community development programs, and social security provisions designed to enhance the quality of life for Indians abroad.
Protection involves reactive crisis response mechanisms including emergency evacuation, legal assistance during distress, consular support in legal matters, and diplomatic intervention to safeguard Indian nationals' rights and interests in foreign countries.
The scope of these measures covers approximately 32 million Indians living abroad, making India home to the world's largest diaspora population. The Ministry of External Affairs (MEA) serves as the nodal agency coordinating these efforts through its network of 254 Indian missions and consulates worldwide.
Key welfare initiatives include the Pravasi Bharatiya Bima Yojana (PBBY) providing insurance coverage, the Indian Community Welfare Fund (ICWF) offering emergency financial assistance, and various educational and cultural programs.
