⚡ 30-Second Revision

338B: Commission; 342A: lists. 102nd Amendment: 2018. 105th Amendment: 2021. Own-purpose State/UT lists may differ. State-report route under 338B(7): State Government. Inquiry, recommendation and implementation are separate stages.

2-Minute Revision

The NCBC's present constitutional framework dates to the 102nd Amendment. It monitors safeguards, examines complaints and advises on development with specified inquiry tools. The 105th Amendment recognises own-purpose State/UT lists and adds the Article 342A(3) consultation exception.

Central-list inclusion cannot be inferred solely from a State entry. Reports and response memoranda support legislative scrutiny. The State Government route in Article 338B differs from NCST wording, and a recommendation is neither a judicial decree nor proof of implementation.

5-Minute Revision

Map Article 338B functions beside Article 342A list powers. Test a claim that State-list inclusion establishes Central-list inclusion, identifying the missing check. Explain the 2021 consultation proviso without generalising it. Trace a State-related report through Article 338B(7), then compare the NCST wording. Finally, classify a summons, a recommendation and a compliance record as evidence of different stages.
