Prelims Strategy

Start with the establishing instrument: the NCW Act, 1990, with commencement on 31 January 1992. The composition is Chairperson plus five members plus Member-Secretary, giving seven positions. The SC and ST representation requirements apply within the group of five members.

Read civil-court-type powers as specified inquiry tools under section 10(4), not as general civil or criminal jurisdiction. The matters to which that subsection applies are expressly identified. A recommendation, a decree and a government implementation decision are different legal instruments.

For State-related section 10 reports, retain the State Government route and legislative response memorandum. Do not copy the Governor wording from the NCST provision. Section 16 consultation on major policy matters does not create a universal veto.

In performance questions, identify whether the denominator is complaints received or complaints examined. Ninety verified actions from two hundred complaints is forty-five percent, even though it is sixty percent of one hundred and fifty examined complaints.
