2-Minute Revision

A rural project needs four linked checks: productive use, service access, maintenance and accountable institutions. A road can be complete yet unreliable in the monsoon; a credit-linked enterprise can exist yet lack buyers. Identify the binding constraint before adding another programme. Constitutional assignment, State-law devolution and actual capacity are separate questions.

5-Minute Revision

A hypothetical cluster receives a new road and a collective dairy loan, but sales remain low. List evidence needed before recommending more credit: travel reliability, cooling facilities, buyer demand, production quality, operating costs and repayment. Then assign each corrective task to a responsible institution and a measurable outcome. Explain why road length and loan disbursement would be insufficient evaluation measures.
