Eligibility category, prima facie case and eventual merits are different questions. Ordinary Lok Adalat means settlement; Chapter VI-A has a separate pre-litigation public-utility framework. Assignment is not the same as consultation.

An ordinary Lok Adalat cannot decide contested merits after settlement fails. A Permanent Lok Adalat must follow its prescribed conciliation process before qualifying adjudication. Measure access through actual service stages and continuity, not assignment totals alone.

Calculate the assignment rate, consultation coverage and consultation among assigned applicants: 80, 60 and 75 percent. Explain why none is a litigation-success rate. Then compare a failed settlement in a court-referred ordinary Lok Adalat with the prescribed sequence before a Permanent Lok Adalat; identify the distinct legal route rather than assuming automatic transfer.
