Digital Divide and Technology Access — Revision Notes

Updated 19 Oct 2026

⚡ 30-Second Revision

  • January–March 2025 Telecom survey: household smartphone 85.5%; household internet 86.3%.
  • Household possession ≠ individual ownership or control.
  • Self-reported skill ≠ independently tested performance.
  • Registration ≠ completed service.
  • Authentication failure ≠ demonstrated ineligibility.

2-Minute Revision

Use an access ladder: available, affordable, individually usable, understandable and effective. Match each barrier with a relevant remedy. Keep survey units and reference periods intact. Include accessible design and a correction route, because a technically functioning portal may still fail the person who needs the service.

5-Minute Revision

A hypothetical portal has 2,000 eligible users,1,200 starters and 900 completions. Compute 45% completion among eligible users and 75% among starters. Then design questions for the 1,100 non-completers: awareness, device access, cost, form difficulty, verification and eligibility understanding. Explain why the higher percentage alone would conceal the wider access gap.

A-B-C-D: Availability, Budget, Capability, Design. Check these four sources of exclusion before attributing failure to the user.
