COP28 Outcomes: Global Stocktake and Loss and Damage Fund Operationalization
December 2023
The 28th Conference of the Parties (COP28) to the UNFCCC, held in Dubai, marked a pivotal moment for international environmental agreements. A key outcome was the conclusion of the first Global Stocktake under the Paris Agreement, which assessed collective progress towards its long-term goals. The Stocktake unequivocally highlighted that the world is off track to meet the 1.5°C target, calling for accelerated action. Crucially, COP28 also saw the operationalization of the Loss and Damage Fund, a long-standing demand from vulnerable developing nations, to provide financial assistance for climate-induced losses and damages. This represents a significant step towards climate justice and equity, directly impacting India's advocacy for CBDR-RC and its role in global climate finance discussions. The 'UAE Consensus' also included a call for transitioning away from fossil fuels, a contentious but significant development.
UPSC Angle: Focus on the implications of the Global Stocktake for future NDCs, the functioning and funding of the Loss and Damage Fund, and India's position on the fossil fuel transition. Mains questions could explore the effectiveness of COPs and the challenges of achieving consensus among diverse national interests.
