Kashmir Issue — Revision Notes

Updated 19 Oct 2026

⚡ 30-Second Revision

  • Separate domestic constitutional arrangements, the LoC and diplomatic/security issues.
  • Simla, 1972: respect for the LoC without prejudice to the parties' positions.
  • The Jammu and Kashmir Reorganisation Act, 2019 reorganised the former state.
  • 31 October 2019: J&K became a Union territory with a legislature and Ladakh one without a legislature under that reorganisation.
  • A change in domestic administration is not itself a negotiated boundary settlement.

2-Minute Revision

The Kashmir issue requires several analytical levels. Domestic constitutional and administrative arrangements concern the governance framework within India. The LoC and security dimension concern a different set of facts and instruments.

Diplomatic positions and civilian welfare add further questions. The 1972 Simla Agreement and the 2019 reorganisation belong to different categories: the former addresses bilateral conduct, while the latter is domestic legislation.

Date each development and explain its scope. Do not use a domestic institutional change as evidence that a territorial disagreement has been settled, or use a security statistic as a complete measure of governance and public welfare.

5-Minute Revision

Build a three-column note

Use constitutional administration, security/diplomacy and people's welfare as the columns. Place the 2019 reorganisation in the first and Simla's LoC provision in the second. In the third, identify questions that require evidence, such as access to services, representation and protection of rights. The columns interact but cannot be substituted for one another.

Test an inference

Suppose an answer says that an administrative reorganisation automatically changes the bilateral character of the LoC. Ask for the legal instrument supporting that conclusion. A domestic statute and a bilateral agreement perform different functions; one cannot simply be read as rewriting the other. Similarly, improved conditions in one locality would not by themselves establish a region-wide trend without an appropriate dataset.

Write with dates and scope

State what happened under the 2019 Act and on its appointed day rather than making an undated assertion about future or current statehood. Explain the relevant institution, the security context and the welfare question separately. End with the need to assess lawful governance and public outcomes using evidence appropriate to each claim.

Vyyuha Quick Recall

C–S–W: Constitutional administration, Security and diplomacy, Welfare. Date each fact before placing it in the relevant column.
