National Commission for STs — Prelims Strategy
Prelims Strategy
Match the NCST with Article 338A and the 89th Amendment Act, 2003. The separate establishment date is 19 February 2004, so amendment year and operational milestone differ. Composition is one Chairperson, one Vice-Chairperson and three other members, making five positions rather than three or seven.
Read inquiry powers in their context. Summoning witnesses and requiring records are specified civil-court-type tools. They do not automatically create general judicial jurisdiction, executable decrees or criminal sentencing powers. Consultation on major policy matters is also different from a universal veto.
Trace the State-report route through the Governor under Article 338A(7), rather than copying the State Government wording of Article 338B(7). For lists, Article 342(2) assigns inclusion or exclusion to Parliament by law; an NCST recommendation is a different instrument. In numerical implementation questions, use the requested denominator: sixty delivered benefits from one hundred eligible applications is sixty percent, even if eighty decisions have been made.
