Distinguish children in need of care and protection from children in conflict with law. The CWC and JJB belong to different parts of the Juvenile Justice framework. A child found begging should not be assigned to the conflict-with-law category merely because the situation requires intervention.

In data questions, separate reports, contacts and verified completed referrals. Sixty completed referrals from one hundred and twenty actionable reports is fifty percent, while completion among ninety contacted cases is approximately sixty-six point seven percent. A database match is a lead rather than a final identity or care decision. Finally, a fall in call volume alone cannot establish whether incidents fell or access became more difficult.
