Prelims Strategy

Read beneficiary, institution and minimum together. Section 32 uses persons with benchmark disabilities and government or government-aided higher education, with not less than five per cent of seats. A question about employment reservation or a private unaided school requires a different inquiry. The five-year upper-age relaxation is separate from the seat percentage.

For numerical examples, use the relevant seat denominator. Five per cent of two hundred seats is ten; the number of applicants does not automatically replace the seats as denominator. Actual implementation still requires the governing admission arrangements, so an arithmetic illustration is not a complete roster rule.

Separate reservation from accommodation. Entry through ordinary merit does not itself remove a student's access needs. Conversely, a reserved seat does not supply all required adjustments. Keep section 31's six-to-eighteen education provision distinct from Article 21A and avoid assuming that benchmark status is the threshold for every protection in the broader Act.
