Rural Development — Definition
Updated 19 Oct 2026
Definition
Rural development is the expansion of economic opportunity, essential services and effective local participation in rural areas. It includes agriculture but also non-farm employment, connectivity, health, education, housing and the management of shared resources.
Its purpose is to make livelihoods more productive and secure while improving people's ability to use public services and influence decisions. A higher agricultural output or a newly built road is one contribution, not a complete measure of development.
The result depends on who gains access, whether assets remain functional and whether local institutions can coordinate investment, maintenance and accountability.
