Mains Strategy

Start with the deprivation relevant to the question rather than a catalogue of schemes. Explain the mechanism: inadequate income can constrain access to nutrition or transport, while weak services or discrimination can prevent resources from becoming opportunities. Use a brief hypothetical household example to show the interaction without presenting it as survey evidence.

Organise policy discussion around access, quality and security against shocks. A nominal entitlement matters only if eligible people can claim it and receive a useful service. Separate immediate support from longer-term capability building, then explain their complementarity. Include accountability and a measurement plan matched to the intervention.

Use the Constitution and verified poverty reports as anchors, preserving their distinct legal and statistical roles. State the observation period and method when citing change. Conclude with reduced deprivation and meaningful participation as outcomes, rather than expenditure or beneficiary counts alone. Do not infer that one programme caused an aggregate poverty change without an evaluation capable of establishing that relationship.
