Anganwadi Services — Basic Structure
Basic Structure
Anganwadi Services, delivered under the Integrated Child Development Services (ICDS) scheme launched in 1975, form the bedrock of India's early childhood development and maternal welfare programmes. These community-level centres provide a comprehensive package of six essential services: supplementary nutrition, pre-school non-formal education, nutrition and health education, immunization, health check-ups, and referral services.
The primary beneficiaries are children aged 0-6 years, pregnant women, and lactating mothers. Constitutionally, the scheme is rooted in the Directive Principles of State Policy (Articles 39(e), 39(f), 45, 47) and the fundamental Right to Life (Article 21), as interpreted by the Supreme Court.
Operationally, Anganwadis are managed by Anganwadi Workers (AWWs) and Helpers (AWHs) and function under the Ministry of Women & Child Development. Recent reforms, including 'Anganwadi 2.0' and the 'Poshan Tracker' app, aim to enhance efficiency, digitisation, and convergence with other schemes like Poshan Abhiyaan and NHM.
Despite significant achievements in coverage (over 13.9 lakh AWCs and millions of beneficiaries), challenges persist in financing, infrastructure, human resources, and ensuring the quality of service delivery.
From a UPSC perspective, understanding Anganwadi Services is crucial for social justice, public policy, and governance topics, particularly concerning child development, nutrition, and women's empowerment.

Side-by-side differences the UPSC paper likes to test.
| Aspect | Anganwadi Services | Mid-Day Meal Scheme (PM-POSHAN) |
|---|---|---|
| Primary Objective | Holistic development of children (0-6 yrs) & maternal health; combat malnutrition, provide ECCE. | Enhance nutritional status of school-going children (6-14 yrs), encourage school attendance. |
| Target Beneficiaries | Children (0-6 yrs), pregnant women, lactating mothers, adolescent girls (out-of-school). | Children studying in government/government-aided primary and upper primary schools. |
| Key Services | Supplementary nutrition, pre-school education, health check-ups, immunization, NHE, referral. | Hot cooked meals during school hours, promoting nutrition and school enrolment. |
| Implementing Agency | Ministry of Women & Child Development (MoWCD) through Anganwadi Centres. | Ministry of Education through school authorities. |
| Age Group Covered | Primarily 0-6 years (children) and adults (mothers). | Primarily 6-14 years (school-going children). |
While both Anganwadi Services (under ICDS) and the Mid-Day Meal Scheme (now PM-POSHAN) aim to improve nutritional outcomes for children, they cater to distinct age groups and offer different packages of services.
Anganwadis focus on early childhood development (0-6 years) and maternal health, providing a comprehensive suite of health, nutrition, and education services. PM-POSHAN, on the other hand, targets school-going children (6-14 years) primarily through the provision of hot cooked meals to address hunger and boost school attendance.
Their operational mechanisms and nodal ministries also differ, though they are complementary in building a continuum of care for children's well-being.
Why it is tested: Essential for understanding the continuum of child welfare policies in India, identifying gaps, and analysing the effectiveness of targeted interventions at different life stages. Helps in answering questions on social sector schemes and their convergence.
| Aspect | Anganwadi Services | Pradhan Mantri Matru Vandana Yojana (PMMVY) |
|---|---|---|
| Primary Objective | Holistic development of children (0-6 yrs) & maternal health; combat malnutrition, provide ECCE. | Provide partial wage compensation for wage loss during pregnancy and post-delivery, promote institutional delivery and healthy practices. |
| Target Beneficiaries | Children (0-6 yrs), pregnant women, lactating mothers, adolescent girls (out-of-school). | Pregnant women and lactating mothers (excluding those in regular government employment). |
| Key Services | Supplementary nutrition, pre-school education, health check-ups, immunization, NHE, referral. | Conditional cash transfer of INR 5,000 in three instalments upon fulfilling specific health conditions. |
| Nature of Support | In-kind services (food, education, health support) and community outreach. | Direct Benefit Transfer (DBT) of cash. |
| Convergence with Anganwadi | Anganwadis are the primary delivery platform for ICDS services. | Anganwadi Centres are crucial for registration, verification, and counselling for PMMVY beneficiaries. |
Anganwadi Services and PMMVY are both critical for maternal and child health, but they offer distinct forms of support. Anganwadis provide a comprehensive package of in-kind services, including supplementary nutrition, health check-ups, and early childhood education, targeting both mothers and young children.
PMMVY, conversely, is a conditional cash transfer scheme specifically for pregnant and lactating mothers, providing financial assistance to compensate for wage loss and encourage healthy behaviours like institutional delivery and early registration.
While PMMVY offers direct financial aid, it heavily relies on the Anganwadi network for its implementation and beneficiary outreach, demonstrating a strong convergence between the two schemes.
Why it is tested: Highlights the multi-pronged approach to maternal and child welfare, combining direct service delivery with conditional cash transfers. Useful for analysing scheme convergence, the role of DBT, and the effectiveness of different intervention types in addressing maternal and child health challenges.
