Government Launches 'NIPUN Bharat Mission' to Strengthen Foundational Learning
July 2021 (ongoing implementation as of 2024)The National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN Bharat) Mission, launched by the Ministry of Education, aims to ensure that every child in India achieves foundational literacy and numeracy (FLN) by the end of Grade 3 by 2026-27. This initiative directly addresses a critical gap in the implementation of the Right to Education Act, 2009 – the persistent challenge of poor learning outcomes despite increased enrollment. While RTE guarantees access, NIPUN Bharat focuses on the 'quality' aspect, ensuring that children actually learn basic reading, writing, and arithmetic skills. As of 2024, states are actively implementing NIPUN Bharat through teacher training, curriculum development, and assessment tools, making it a crucial current development impacting the effectiveness of the RTE Act.

Digital Education Initiatives and Bridging the Divide Post-COVID-19
Ongoing efforts in 2024-2025Following the widespread school closures during the COVID-19 pandemic, digital education has gained significant traction. Government initiatives like PM e-VIDYA, DIKSHA platform, and various state-led digital learning programs are being scaled up and refined in 2024-25. While these initiatives aim to ensure continuity of learning, they have also highlighted and exacerbated the digital divide, particularly for children from economically weaker sections and remote areas who lack access to devices and internet connectivity. This directly impacts the 'free and compulsory' aspect of the Right to Education, as access to quality digital resources becomes a de facto requirement for effective learning. Policy discussions (as of late 2024) are focusing on providing subsidized devices, expanding internet infrastructure, and creating community learning hubs to ensure equitable access to digital education, aligning with the spirit of the RTE Act.
