Match the 2014 Act with assent on 4 March and commencement on 1 May. Subsequent vendor surveys are required at least once every five years. The certificate operates within the relevant conditions and does not itself confer ownership of the vending site.

Apply the representation fractions to the right groups. Vendor representatives form at least forty percent of the Town Vending Committee; one-third of those vendor representatives must be women. For a thirty-member committee at the minimum vendor share, this means twelve vendor representatives and four women within that group. Do not apply one-third to the whole committee.

Section 18(3)'s thirty-day notice concerns relocation or eviction from a place specified in the certificate. It is different from the survey interval. Read survey safeguards and later regulation together rather than treating one as cancelling the other. Finally, PM SVANidhi credit, a vending certificate and ownership of land are distinct instruments and cannot be inferred from one another.
