Unorganized Sector Workers — Basic Structure

Updated 19 Oct 2026

Basic Structure

Start with diversity of work

A home-based producer, a street vendor and a casual wage worker can face different risks. The first may lack bargaining power in a supply chain; the second may face uncertain access to a place of work; the third may face irregular days and payment. A single benefit or registration process cannot be assumed to resolve these different constraints.

Map identification to protection

eShram is a national database intended to improve identification of unorganised workers. A Universal Account Number helps maintain a record; it is not a universal cash entitlement. Scheme-specific eligibility, contribution requirements where applicable and claim procedures remain relevant.

Read the Social Security Code in layers

The Code on Social Security, 2020 provides a framework for unorganised workers and for gig and platform workers, including registration and schemes. Sections 109–114 distinguish these elements. The four Labour Codes' implementation from November 2025 does not erase the need to examine the applicable notification and scheme.

Follow the worker across places and time

Mobility can break the connection between registration, worksite and service delivery. Portability should make an applicable benefit usable after movement, while records need correction when occupation or contact details change. Assisted access matters where devices, language or documentation create barriers.

Measure substance

Track benefit access, claim rejection reasons, time to delivery and the adequacy of protection against a defined risk. Registration growth is an administrative output. It is useful evidence, but not a complete measure of improved working conditions or reduced vulnerability.
