Factory Safety Laws — Mains Strategy

Mains Strategy

Introduce factory safety through prevention of injury and occupational disease. Establish the current legal context with the Code's enactment, commencement and relevant rules, while acknowledging the repeal-and-savings transition. Avoid allowing chronology to replace the substantive discussion.

Structure the body around employer responsibility, worker participation, preventive controls and enforcement. Explain why a safe system involves machinery, processes, information and access rather than PPE distribution alone. Use the hierarchy of controls as a technical illustration, clearly distinguished from the legal source of duties. Connect employee reporting with inspection and corrective action.

Evaluate outcomes using comparable exposure measures and independent verification that preventive controls function. A short example of equal injury counts in differently sized workplaces can demonstrate the weakness of raw totals. Discuss why reporting incentives matter when interpreting near misses. Conclude that effective implementation depends on practical prevention and accountable follow-through, not simply the completion of forms, training sessions or inspections.
