Composition and Functions — Prelims Strategy
Prelims Strategy
Draw three separate boxes for ordinary membership, deemed membership and the appointment committee. Many errors arise from moving a person or qualification between them. The Chairperson may be a former CJI or Supreme Court judge; the High Court judicial member has the specified Chief Justice qualification. The expert category contains three people, at least one a woman.
Attach a function to deemed membership: section 12(b)–(j). This prevents the assumption that deemed members participate under the same textual scope as ordinary members in section 12(a) complaints. For appointment, remember the President as appointing authority and the Prime Minister as committee chair; the Rajya Sabha member specified is its Deputy Chairman.
Separate civil-court procedural powers from criminal conviction, recommendations from completed remedies, and the ordinary inquiry route from the armed-forces procedure. Revise the amended three-year term with the age ceiling of seventy. For limitation questions, identify the alleged act and statutory provision rather than substituting the date on which a complainant says the issue was discovered.
