Police Reforms and Criminal Justice — Definition
Definition
Police reform is the improvement of police organisation, powers, professional capacity and accountability so that public protection and investigation operate lawfully and effectively. Criminal justice reform is wider: it includes prosecution, courts, evidence, detention and the implementation of judicial decisions.
Their relationship is sequential and institutional. Weak evidence collection affects a later trial, while judicial delay can undermine the value of a careful investigation. Reform therefore requires both professional independence and scrutiny of coercive power.
New technology or faster disposal is useful only when it improves reliable investigation, fair treatment and access to remedies.
