Digital India Initiative — Basic Structure
Basic Structure
Digital India Initiative, launched on July 1, 2015, is the Government of India's flagship programme to transform the country into a digitally empowered society and knowledge economy. The programme operates on three vision areas: Digital Infrastructure as Core Utility (BharatNet, mobile connectivity, CSCs), Governance & Services on Demand (e-governance, UMANG, Digital Locker), and Digital Empowerment of Citizens (digital literacy, multilingual services, participative governance).
Key achievements include connecting 1.8 lakh Gram Panchayats through BharatNet, establishing 4.6 lakh CSCs, enabling UPI transactions worth ₹200 lakh crore annually, and training 5.83 crore citizens in digital literacy.
The JAM Trinity (Jan Dhan-Aadhaar-Mobile) has revolutionized welfare delivery through Direct Benefit Transfer of ₹27 lakh crore. Constitutional significance lies in enhancing Article 21 (Right to Life) through improved service access and Article 19(1)(a) (Freedom of Expression) in digital spaces.
Major challenges include digital divide, infrastructure gaps, cybersecurity threats, and privacy concerns addressed through the Digital Personal Data Protection Act, 2023. The programme connects to UPSC syllabus through governance, social justice, technology, and current affairs dimensions, making it crucial for comprehensive preparation across multiple papers.
