Digital Divide and Technology Access — UPSC Importance
UPSC Importance Analysis
Digital access connects GS II's service delivery, inclusion and governance themes with GS III's technology and infrastructure concerns. It is a useful topic for moving beyond the assumption that putting a service online makes it accessible. The analytical task is to identify which users can complete the required transaction and why others cannot.
The 2025 Telecom survey provides a factual anchor with an important limitation: household access does not establish individual control or capability. That distinction can improve both objective-question elimination and a Mains discussion of unequal access. A statistic becomes misleading when its unit or reference period is dropped.
Prepare concrete examples involving a shared device, an inaccessible form or failed authentication. They show why infrastructure, design, skills and grievance correction need different responses. Avoid unsupported claims about PYQ frequency or the causal effect of a particular platform. The strongest answer explains a service pathway, locates the barrier and proposes an outcome measure that reveals whether the barrier was actually reduced.
