Prelims Strategy

Check the status word in a policy statement. Being developed, recommended, approved and implemented describe different stages. A parliamentary committee's recommendation can influence policy without automatically becoming a binding rule. Use the 2023 report within its date and do not infer later adoption from its presentation alone.

Revise the constitutional pairings carefully: Article 29(1) concerns a cultural conservation right, Article 49 a Directive Principle and Article 51 A(f) a Fundamental Duty. Related subject matter does not give them identical legal effects. Detailed budget allocations and administrative procedures require other instruments.

In governance scenarios, identify the constraint before selecting a measure. If learners cannot sustain instruction, a new venue without teaching support may be inadequate. If the objective is manuscript conservation, money allocated or meetings held do not by themselves establish improved condition.

Distinguish inputs, activities and outcomes, and assess whether selection procedures are usable as well as formally open. The strongest option should address the stated problem rather than simply propose the most visible intervention.
