Definition

BharatNet, formerly known as the National Optical Fibre Network (NOFN), is a flagship initiative by the Government of India aimed at providing universal broadband connectivity to rural India. Conceived as a crucial pillar of the 'Digital India' program, its primary objective is to connect all 2.

5 lakh (250,000) Gram Panchayats (GPs) across the country with high-speed optical fiber cable (OFC) based broadband infrastructure. The project seeks to bridge the pervasive digital divide between urban and rural areas, enabling equitable access to digital services, information, and opportunities for every citizen, regardless of their geographical location.

At its core, BharatNet envisions a robust, scalable, and future-proof digital highway that can support a multitude of e-governance, e-health, e-education, e-banking, and other digital services at the grassroots level.

The underlying technology is Optical Fibre Cable (OFC), which offers superior bandwidth, speed, and reliability compared to traditional copper cables. This infrastructure is designed to be non-discriminatory, meaning it provides a common, open-access platform for all service providers, including telecom operators, internet service providers (ISPs), and cable TV operators, to offer their services in rural areas.

This open-access model is critical for fostering competition, driving down costs, and improving the quality of services available to rural consumers.

The project has evolved through distinct phases, each with specific targets, implementation strategies, and financial models. Phase I, launched in 2011 (as NOFN), focused on connecting 1 lakh GPs by laying OFC through Public Sector Undertakings (PSUs) like BSNL, RailTel, and PowerGrid.

Phase II, initiated in 2017, aimed to connect the remaining 1.5 lakh GPs, introducing a hybrid model that encouraged greater private sector participation and leveraged diverse technologies, including aerial OFC and satellite media, in addition to underground OFC.

The current focus is on Phase III, which aims for a future-proof network architecture, emphasizing last-mile connectivity, sustainability, and the involvement of private players through Public-Private Partnership (PPP) models.

BharatNet is not merely about laying cables; it's about creating an ecosystem for digital empowerment. By providing the foundational infrastructure, it enables the proliferation of Common Service Centers (CSCs), supports the PM-WANI scheme for public Wi-Fi hotspots, facilitates digital payments, and empowers Village Level Entrepreneurs (VLEs) to deliver digital services.
