Foreign Exchange Reserves — Economic Framework

Economic Framework

Use four distinctions to read reserve data: component, unit, date and measurement basis. Foreign currency assets, gold, SDR holdings and the IMF reserve position add to the reported total. Foreign currency assets themselves can contain several currencies even when the headline is expressed in US dollars.

The RBI's end-September 2024 report records approximately USD 705.782 billion. Keep that date attached to the number; it is not a current balance. A table in millions must be converted before comparison with one in billions.

Transactions and valuation are separate sources of change. An unchanged euro holding loses dollar value if the euro depreciates against the dollar. Gold prices can also alter the reported value. For April–June 2024, the RBI report distinguishes a USD 5.2 billion balance-of-payments increase from a USD 5.6 billion nominal rise, including a USD 0.4 billion valuation gain.

SDRs are supplementary reserve assets created by the IMF in 1969, not ordinary currency. Their value uses a five-currency basket. SDR holdings and the reserve position in the IMF are separate components.

For adequacy, compare reserves with possible needs. Import cover divides the stock by average monthly imports; short-term external obligations provide another perspective. The same reserve stock can offer less cover when the denominator rises. Finally, reserve assets and a government's annual spending appropriation are different accounting concepts, so the headline is not a freely available domestic budget.
