Moral and Political Attitudes — Prelims Strategy

Prelims Strategy

Identify whether the stem concerns an evaluation of conduct, a view of public institutions or a mixture of both. Do not assume that a political attitude lacks moral reasons or that a moral attitude is automatically correct. Formation and justification are different questions: a respected source can explain a belief without proving it.

In public-service scenarios, separate private preference from the official decision criterion. Political neutrality concerns the exercise of the role; it does not mean indifference to constitutional obligations. A lawful policy can receive candid professional advice before implementation without authorising covert obstruction afterward.

For provision-based options, keep Article 14 and Article 16 distinct and remember the service scope of the CCS Conduct Rules. Do not infer that rules for central civil servants automatically govern every public employee. Prefer an option that identifies relevant evidence and a fair process over one that simply agrees with an attractive viewpoint. These original questions test conceptual discrimination for GS IV and do not predict the Preliminary Examination.
