Empathy, Tolerance and Compassion — Definition
Definition
Empathy, tolerance and compassion are related qualities that help public servants respond respectfully to different people and circumstances. Empathy seeks to understand another person's experience; tolerance permits lawful differences without unfair hostility; compassion combines concern for suffering with motivation to help.
None removes the need for evidence, competence or impartiality. Understanding a request does not require granting it, and tolerance does not require accepting threats or discrimination. Compassion becomes credible when it produces an appropriate response that respects dignity and can be justified to others in similar circumstances.
These qualities improve the manner and design of public service, not merely its emotional tone.
