Definition

Aptitude and foundational values describe the capacities and ethical commitments needed to exercise public responsibilities well. Aptitude concerns learning and performing relevant tasks; values guide the purposes and manner of using that ability.

Integrity, objectivity, impartiality, non-partisanship, dedication, empathy and compassion help make competent action publicly defensible. They are not proved by examination success, enthusiasm or a declaration of good intentions.

An officer must translate them into evidence-based decisions, fair treatment, accurate records and reliable service. The distinction matters because skill can be misused, while sincere concern without adequate competence can also produce avoidable harm.
