Civil services provide professional advice, administrative continuity, regulation and implementation within democratic government. They connect public decisions with workable processes, resources and services.

Their role requires competence and impartiality while remaining subject to constitutional, legal and democratic accountability. Professional advice should be candid, but officials do not replace elected authority with personal policy preferences.

Implementation also involves judgement: broad objectives must be translated into fair criteria and practical action. The role is therefore neither mechanical file processing nor independent political leadership.

Its quality is judged through lawful, reliable outcomes and the ability to explain and correct the exercise of public power.
