Role of Civil Services — Prelims Strategy
Prelims Strategy
Identify the function in the scenario before choosing an institutional label. Comparing alternatives and risks is advice; carrying out a lawful decision is implementation; checking compliance is regulation. These functions can occur in one programme, but they do not have identical purposes or decision standards.
Keep constitutional provisions distinct. Article 309 concerns recruitment and service conditions, while Article 315 concerns Public Service Commissions. Neither statement means that a commission directly administers every scheme. Similarly, professional neutrality does not prevent candid advice or require disregard of constitutional duties.
For output questions, distinguish the asset or file count from the service received. Pipes laid do not alone establish reliable water supply. A repeated survey can reflect lost institutional memory, while continuing an obsolete plan can reflect excessive rigidity. Choose the response that uses records and current evidence together. These conceptual questions support GS IV and do not claim a separate Ethics Preliminary paper or an attributed past-paper source.
