Mechanisms of Accountability — Definition

Definition

Mechanisms of accountability are the procedures and institutions through which public actors provide information, explain decisions, face assessment and respond to findings. They include internal controls, supervision, legislative scrutiny, audit, information rights, grievance processes and legal review within their respective mandates.

Their usefulness depends on a complete connection between evidence and remedy. Different mechanisms answer different questions: an information request can reveal a delay without itself directing payment, while a grievance route can seek service correction.

A well-designed system identifies the responsible actor, the competent forum, the applicable standard and the follow-up needed to prevent findings from remaining unanswered.
