Code of Conduct — Ethical Framework

Updated 19 Oct 2026

Ethical Framework

Prepare the topic through purpose, scope, duties and enforcement.

Purpose: Translate values into conduct that can be understood and assessed. Impartiality becomes concrete through conflict disclosure and an authorised handling arrangement, rather than a private assurance of honesty.

Scope: CCS Conduct Rules, 1964, Rule 1 defines application and exclusions, including members of All India Services. Do not treat one service's rules as automatically governing every public employee.

General duties: Rule 3 addresses integrity, public interest, neutrality, fairness, accountability and professionalism. Rule 3A concerns promptness and courtesy. Rule 4 contains specified provisions involving relatives and official dealings.

Directions: A written record clarifies what was instructed and who bears responsibility. It does not legalise an unlawful act. Seeking unnecessary instructions can also evade a responsibility already assigned.

Information: Rule 11 links official information with the RTI Act, 2005 framework while addressing unauthorised communication. Apply the relevant disclosure process rather than choosing personally between secrecy and publicity.

Enforcement: Training, accessible guidance, supervisory example and a fair disciplinary process make the code operational. Allegations require evidence and an opportunity to respond. Selective enforcement undermines the standard itself.

Keep recommendations, amendments and current rules separate. A proposal to improve a code does not change it automatically. In a case study with an unspecified service, explain the ethical action and refer to the applicable framework instead of inventing a universal permission or threshold.
