Code of Conduct — Prelims Strategy
Prelims Strategy
Check scope before applying a rule. The CCS Conduct Rules contain their own application clause and do not automatically govern All India Services or every state employee. A question may offer a true rule but attach it to the wrong category of person.
Distinguish disclosure from complete conflict management. An officer's assurance of impartiality is not a substitute for the applicable process, and deliberately penalising a connected firm is not a fair solution either. For directions, separate a written record from legal validity. The fact that an instruction is written does not answer whether the act is lawful.
Keep a recommendation, an enacted amendment and an existing rule distinct. Avoid using outdated gift thresholds when the question requires current law. In enforcement scenarios, an allegation triggers the appropriate inquiry rather than proving the breach. The trap explanations identify these specific confusions. These are original conceptual exercises for GS IV and do not claim a dedicated Ethics Prelims paper or past-question attribution.
